Water gets in at edges and penetrations far more often than through the field. Step flashing, valleys, chimneys, vents and pipe boots come first.
Blown-off, cracked and lifted shingles replaced, ridge caps re-set and exposed fasteners sealed so the next storm does not reopen the same spot.
Soft or rotten decking cut out and replaced, underlayment renewed in the repair area, and the surrounding sheathing checked while it is open.
When patching stops being honest, a full tear-off and re-roof, with the decking inspected once the old covering is off and anything soft replaced.
